11/15/2010: The Oregon Attorney General's office has now posted the Public Records and Meetings Manual online, here. They have also made what appear to be significant pro-transparency improvements in their interpretation of the law.
It is not yet clear if they will follow through on the promise this provides, with actual rulings on public records petitions involving fee waivers and delays. That's the hard part. But this is a start.
